Payment of Utility Bills


At the present, paying utility bills electricity bill, water supply bill, and telephone bill are more convenient as there are various channels for paying the bills such as direct payment using the online system of each agency or using internet banking system. 

1. Payment of electricity bills: the Metropolitan Electricity Authority (MEA) (Bangkok, Nonthaburi and Samut Prakan)
2. Payment of Electricity Bills: Provincial Electricity Authority (PEA)
3. Payment of water supply bills: Metropolitan Waterworks Authority (MWA)
4. Payment of water supply bills: Provincial Waterworks Authority
5. Telephone payment and Internet : TOT Public Company Limited

1. Payment of electricity bills: the Metropolitan Electricity Authority (MEA) (Bangkok, Nonthaburi and Samut Prakan)

The payment channels of the Metropolitan Electricity Authority (MEA) are as follows.

1. Make payment at the MEA District Office or MEA District Branch Office
The payment could be paid by cash or cashier cheque. The payer could bring the bill to MEA District Office or MEA District Branch Office during 07.30 a.m. to 15.00 p.m. from Monday to Friday except public holidays and compensatory holidays. 
Please note:
In the case of paying by cheque, the payer could pay only by clearing cheque. At the upper left corner of the cheque, customer must cross a line and write at “A/C Payee only”. Moreover, at the back of the cheque, please provide the telephone number and account number.

2. Make a payment via the agency
Customers could pay the electricity bill via agency with the condition of payment as follows: 
1. Receive the payment only by cash (amount of payment per 1 bill must not exceed the payment limit of the agency).
2. Fee 10 Baht per 1 bill
3. Issuing receipt / invoice 
    In case of making a payment via bank, the bank will issue the invoice and MEA will send receipt via mail. 
    In case of the payment via agency, the agency will issue the receipt. Customer can request a full payment note. 
4. Accept only a bill that is paid on time and does not have overdue amount.  

3. Payment via direct debit 
There is no charge to customers for direct debit payment service. Customer also can check the amount of electricity usage via electricity bill.

1. Electricity bill or receipt, electricity bill of latest month 
2. Bank account
Service procedures
1. Fill in the form and attach the documents, invoices or receipts electricity bill of latest month and a copy of the first page of the bank account. (Download the form here)
2. Submit the request at the banks that the requester having savings account and current or at MEA District Office or MEA District Branch Office.
3. Period of operation is about 1 bill cycle.

4. Make a payment via credit card clearing system
There is no charge to customers for credit card clearing payment. Customer also can check the amount of electricity usage via electricity bill.
Service procedures
1. Fill in the request form at a bank or credit card company by attaching a copy of the latest electricity bill or receipt.
2. Period of operation is about 1 bill cycle.

5. Make a Payment via ATM
Terms and conditions
1. Accept only a bill that is paid on time and does not have overdue amount.  
2. Fee 10 Baht per 1 bill.
Payment procedures
Customer can use the service via ATM. The procedures of payment are as follows:
1. Insert the card.
2 Press personal code.
3. Choose to pay utility bills. Press “Pay electricity bills the MEA”.
4. Scanning barcode, press the contract number and number of electricity bill. Provide the amount of money.
5. Press “confirm payment”.
6. Receive a receipt and keep it as the evidence.
7. MEA will send you receipt and tax invoice.

6. Make a payment via Internet - Mobile Banking
Internet Banking or Mobile Banking can be preceded online for customers who have saving or current account.     
Payment procedures and conditions: 
1. Electricity bills can be paid online without arrears.   
2. 10 Baht fee will be added to each bill paid online. 
3. This service is reserved for customers who have the bank’s saving or current account. 
4. You can request for a username and password directly from the bank.  
5. Proceed the payment accordingly as suggested by the bank. 
6. Once you have completed the procedures, you are recommended to keep the receipt sent to you as a confirmation 
7. Metropolitan Electricity Authority will send a receipt and invoice to you respectively.

7. Make a payment via IVR
Payment conditions: 
1. Accept only a bill that is paid on time and does not have overdue amount.  
2. Fee 10 Baht per 1 bill.
3. This service is reserved for customers who have the bank’s saving or current account.
4. Contact the bank for User ID.
Payment process
1. Dial bank’s telephone numbers.  
2. Insert your passwords 
3. You can select to pay utility bills or electricity bills.  
4. Insert 9-digit account numbers.
5. Fill in 11 digits of an electricity bill.
6. Please place an accurate amount of an electricity bill. 
7. If you have completed the procedures via FAX, your request will be recorded and your invoice will be printed. 8. Receipt and tax invoice will be sent by MEA.

8. Make a payment via Mobile Phone Payment conditions: 
1. Accept only a bill that is paid on time and does not have overdue amount.  
2. The amount of payment should not exceed the payment limit from the banks or agencies.
3. Fee 10 Baht per 1 bill.
4. Have to be a customer of the banks or service agencies and having savings or current accountagent’s accounts
5. Contact banks or agencies for the services.
6. Follow the process from the banks or agencies
7. Short Message will be sent to mobile phone as the evidence after finish proceeding.
8. Receipt and tax invoice will be sent by MEA.

2. Payment of Electricity Bills: Provincial Electricity Authority (PEA)

The channels of payment are as follow:
1. Make a payment at PEA and branch offices
Could pay the electricity bills at PEA, PEA shops at department stores, Mobile Offices by bringing the bills to the service points during 08.30 a.m. -  16.00 p.m. from Monday to Friday except public holidays and compensatory holidays.

3. Payment of water supply bills: Metropolitan Waterworks Authority (MWA)

Metropolitan Waterworks Authority provides many channels to pay water supply bill as follow:
1. Self payment at service office
Can pay water supply bill at 
Service office since 8.30 – 15.30 search for all 16 branch offices of Metropolitan Waterworks Authority

2. Make a payment via the agency
Accept only water supply bill that does not reach the due date of payment and does not have overdue payment from last month.
3. Deducting from Direct Debit 
You could submit the withdrawal form to the bank where you have saving account or branch offices Metropolitan Waterworks Authority. Branch offices will transfer your document to the bank which will check and approve direct debit. After approval, Metropolitan Waterworks Authority will inform when it will debit account. Metropolitan Waterworks Authority will send water bill and invoice in advance to you every month.
4. Deducting from Credit card
You could submit the withdrawal form to the bank where you have a credit card. The bank will transfer your document to the bank which will check and approve. After approval, Metropolitan Waterworks Authority will inform when it will debit account. Metropolitan Waterworks Authority will send water bill and invoice in advance to you every month.
5. Make a payment via phone banking 
You could pay through phone banking service providing by banks or agencies. 
6. Make a payment via MWA e-service
Entrepreneurs could pay water bill by MWA e-service system, the payment will be paid through participated banks binding with a user account on the system.

4. Payment of water supply bills: Provincial Waterworks Authority

PWA provides many payment channels as follows:
1. Make a payment via PWA offices
Could pay a bill at branch offices of PWA during 8.30-15.30 in working days
2. Make a payment via payment agency
This payment providing only the bill with barcode. The Payment agencies are including 7-Eleven, Tesco Lotus, "PAY AT POST"  at post office,  "JUST PAY" at TOT office, True Money, True Express, M PAY, BIG C ,DTAC, FAMILY MART and bank counter. 
3. Make a payment via Direct Debit
Could make a request at the bank that the requester having bank account.
4. Make a payment via ATM
Could make a payment using ATM of Siam commercial bank and Kasikorn bank
